Illegal Immigration Reform and Border Enforcement

The REAL ID Act of 2005, passed by the House in February and included in the Emergency Supplemental Appropriations Act, establishes minimum security requirements for state-issued drivers' licenses and identification cards. The Act prohibits all federal agencies from accepting a license or ID that does not meet minimum standards, including:

  • the bearer's full legal name, principal address, date of birth, and gender;
  • a driver's license or ID card number;
  • a digital photograph of the bearer;
  • the bearer's signature;
  • security features to prevent tampering and counterfeiting; and
  • a common, machine-readable technology (e.g. a magnetic strip
